The City of Colorado Springs has several Plans that are intended to provide guidance for growth and development considerations in the built environment.
2006 Annexation Plan
The City Council-adopted Plan governs annexation policy for the City of Colorado Springs. The AnnexCOS process, one of the six directives of PlanCOS, is currently underway to update this policy.
