The Community Development Advisory Committee (CDAC) was established in 2023. Appointed by the mayor, CDAC advises on priority funding areas for the Housing and Community Vitality Department’s Annual Action Plan. High priority funding areas typically include homeless facilities and services, affordable housing, and neighborhood investments such as Southeast Colorado Springs and the Mill Street neighborhood.  

The Housing and Community Vitality Department looks for broad representation from across the city and volunteers with subject matter expertise on a range of topics, including mental/behavioral health, addiction, housing finance, marginalized and/or underserved populations. There are opportunities to learn as well as to help inform the upcoming Action Plan and 2025-2030 Consolidated Plan, which guide the City's use of U.S. Dept. of Housing and Urban Development funding.  

Meeting Time: The committee meets 4-6 times annually, typically the second Thursday of the month, 9-10:30 a.m.

Membership: Seven voting and two alternate members serve staggered terms. Members have a background in policy, housing, homelessness, community engagement, and/or a closely related field. Membership should reflect the geographic diversity of the City. The City Council names two liaisons to the committee.
