1. On 03/31/2022, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

The surface of the pedestrian access route has vertical discontinuities greater than 1/2 inch or between 1/4 inch and 1/2 inch that are not beveled.

Citation:

2011 PROWAG Section R302.7.2
Vertical surface discontinuities shall be 13 mm (0.5 in) maximum. Vertical surface discontinuities between 6.4 mm (0.25 in) and 13 mm (0.5 in) shall be beveled with a slope not steeper than 50 percent. The bevel shall be applied across the entire vertical surface discontinuity.Advisory R302.7.2 Vertical Surface Discontinuities. The allowance for vertical surface discontinuities is for occasional expansion joints and objects such as utility covers, vault frames, and gratings that cannot be located in another portion of the sidewalk outside the pedestrian access route. However, objects such as utility covers, vault frames, and gratings should not be located on curb ramp runs, blended transitions, turning spaces, or gutter areas within the pedestrian access route. This may not always be possible in alterations, but should be avoided wherever possible. Vertical surface discontinuities between unit pavers should be minimized.

As Built:

There are 3 panels with fracturing on the sidewalk that runs along Allegheny Dr. on the west side of the park. The cracks and broken edges have resulted in vertical displacement of up to 1" and missing concrete.

Recommendation:

Remove and replace the panels.

As Built:

On the path that runs along Allegheny Dr. on the west side of the park there is a gap as wide as 2" between the sidewalk and the curb that runs for approximately 100 yards.

Recommendation:

The accessible route that runs from the school parking lot down to the triangular convergence of paths near the portable classroom an then on to the Rockrimmon Trail has running slope measuring up to 13.6% and excessive cross slope up to 6.6%.

Recommendation:

Designate this path as not accessible. It is likely not feasible to achieve a compliant running slope due to existing terrain. In addition, it only leads to the Rockrimmon Trail system which itself is not accessible. Although there is a small playground along this section of accessible route, it is the school's playground.

As Built:

There is no accessible route from the public rights of way to the tennis courts, community garden, and basketball court. We have either vehicular lanes or sidewalks with 2 curb heads. The sidewalk has cross slopes in the 4% range and running slopes in the 6% range along the wide sidewalk leading in from Alleghany. The small sidewalk leading south towards the tennis courts has a running slope as high as 15%.

Recommendation:

Either get an agreement to fix or fix the route in from the public right of way by adding 2 curb ramps and fixing any sidewalk out of compliance.

Tennis Court - The door opening does not provide at least 32 inches between the face of the door and the opposite stop.

The chain on the other gate is removable, but is mounted at 79".

Door openings shall provide a clear width of 32 inches minimum. Clear openings of doorways with swinging doors shall be measured between the face of the door and the stop, with the door open 90 degrees. There shall be no projections into the required clear opening width lower than 34 inches above the finish floor or ground. Projections into the clear opening width between 34 inches and 80 inches above the finish floor or ground shall not exceed 4 inches.

The gate at the north entrance of the tennis courts only opens 22".

As Built:

The route into the pavilion has one severely cracked and broken pad that has a running slope measuring 10.2%. The pad has multiple gaps exceeding 1/2" as well. The adjacent pad next to the pavilion is also broken.

Recommendation:

Remove and replace 2 pads, and the adjacent pad, level, and repour to achieve a running slope of 5% or less.
