SUBJECT: Oak Valley Ranch Park Self-Evaluation
1. On 03/29/2022, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.
2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:
Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones
3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

Entering the park from the northwest, the three pads of concrete between the storm sewer inlet and the first turning area have cross slopes of 5.9, 4.0%, and 3.1%. Additionally, there is 3/4 inches of vertical displacement at the storm sewer inlet and at the turn.
Recommendation:
Remove and replace at <2%.

Entering the park from the northwest, between the storm sewer inlet and the first turning area, there are 2 areas of vertical displacement at the storm sewer inlet and a couple of pads down from it at 1" and 3/4".
Recommendation:
Grind the 3/4" area to under 1/2" bevel if not first fixed for the cross slope issue. The vertical lift at the storm inlet will be fixed during the cross-slope pad placement.

Turning Space A has a slope up to 4.3%, Turning Space B has a slope up to 6.9% and a cracked pad of concrete, and Turning Space C has a slope up to 5.1%. Connector 1 has one pad of concrete with a cross slope of 4.8%. Connector 2 has one pad of concrete with a running slope of 8.8%.
Recommendation:
Replace non-compliant turning spaces so that they have a less than 2% slope in all directions. Replace the connectors between these turning spaces so that they have cross slopes less than 2% and running slopes less than 5%.

The slope at this turning space, near the curb ramp where the attached sidewalk and the path to the pavilion meet, is 3.4%.

Turning Space A has a slope up to 7.1%, Turning Space B has a slope up to 12.7%, and Turning Space C has a slope up to 8.0%. Connector 1 has two concrete pads with cross slopes of 2.6 and 3.6%, and running slopes of 10.2 and 10.5%. Connector 2 has two concrete pads with cross slopes of 4.3 and 5.2%. Connector 3 has two pads of concrete with cross slopes of 5.1 and 6.0% and running slopes of 10.0 and 10.5%.
Recommendation:

The two pads of concrete northeast of the crossing have running and cross slopes between 5.9-6.4% and 4.7-8.0%, respectively. The crossing itself has a cross slope of 9.4%, and the pad immediately southwest of the crossing has a running slope of 10.9%.
Recommendation:
Fix the cross slope issues, including the ditch crossing. It isn't feasible to fix the running slope.

Entering the park from the northeast, pedestrians must cross a drainage channel. The crossing has a 3/4" vertical lift on one side and up to 2" on the other side. On the route into the park, there is a 3/4" vertical lift.
Recommendation:
Grind any vertical lift to at or under 1/2". The two areas adjacent to the bridge should have the pads adjusted to alleviate the trip hazard. See other finding from the area which deals with the slope issues.
