SUBJECT: Memorial Park - Polliwog Playground Self-Evaluation

1. On 06/05/2020, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

There are not enough accessible stalls or access aisles, as only 3 spaces and 1 access aisles are marked accessible. Of the four required, one should be marked as van accessible.

The accessible parking spaces and access aisles are wider than required. If they are restriped to the appropriate width, there may be adequate space without reducing the total number of parking spaces provided in this lot.

Where parking is provided, accessible parking spaces shall be provided in compliance with Table 1106.1, except as required by Sections 1106.2 through 1106.4. Where more than one parking facility is provided on a site, the number of parking spaces required to be accessible shall be calculated separately for each parking facility.

2010 ADAS Section 208.2
Parking spaces complying with 502 shall be provided in accordance with Table 208.2 except as required by 208.2.1, 208.2.2, and 208.2.3. Where more than one parking facility is provided on a site, the number of accessible spaces provided on the site shall be calculated according to the number of spaces required for each parking facility.

Parking space identification signs shall include the International Symbol of Accessibility (ISA). Signs identifying van parking spaces shall contain the designation "van accessible." All signs shall be 60 inches minimum above the finish floor or ground surface measured to the bottom of the sign.

There are multiple issues with this curb ramp including:

The side flares are up to 13%. - THIS IS NOW FIXED

The level landing slope is up to 5.6% (NOW 3.3%), with an adjacent panel to the south of the landing having a cross slope of up to 6.8% (NOW 3.8% on both adjacent side panels). The adjacent panels have cross slopes where the pads meet the curb ramp flares.

NOW - Domes were added and not needed and they have broken which will become an issue.

There is a 1/2" gap between the gutter pan and the ramp - THIS NOW FIXED.

There is up to 1" vertical displacement and gaps up to 2" wide and 1" deep. The cross slope of these panels ranges from 3.1% to 3.5%.

The cross slope requirements in R302.6 apply to sidewalks and other pedestrian circulation paths, pedestrian street crossings and at-grade rail crossings, and pedestrian overpasses and underpasses and similar structures (see R302.2). The accessible route of travel must be maintained at least 36 inches wide. Wheel stops are required when a car parked in any space may reduce the accessible path of travel to less than 36 inches.

From the park entrance to the restrooms, there are 7 panels with running slopes between 7 and 11.9% and cross slopes of 5.4% to 7.9%.

After the turn to the restrooms, there are 2 panels with a 6.8% running slope.

Then there are 5 panels with cross-slope up to 7.9%.

This route is about 70' long. There are 12 panels with a running slope between 5.1% and 7.9%, and 7 panels with cross-slope up to 6.1%.

In addition, there are several gaps between panels up to 1".
