Town Hall Series to discuss status of Briargate SIMD

City Council Member David Geislinger and the Briargate SIMD Planning Committee invite the public to attend a series of four community Town Halls to discuss future options for the Briargate Special Improvement Maintenance District. The Briargate SIMD is experiencing budget shortfalls and it is up to the residents to determine how to move forward.

Council Member David Geislinger, City staff and CONO have been working with the Briargate SIMD Planning Committee (consisting of volunteers that live in the SIMD area) to discuss financial options for the SIMD. At the town halls, the Planning Committee and City staff will give a short presentation about the current status of the Briargate SIMD followed by a community discussion regarding future options for the District. The SIMD boundaries are roughly Woodmen Road to Briargate Parkway and Chapel Hills Drive to Powers Boulevard (for exact boundaries please see attached map).

Background:

Special Improvement Maintenance Districts (SIMD’s) are created by ordinance and each has a citizen board appointed by City Council. There are seven Special Improvement Maintenance Districts in Colorado Springs. The ordinances allow for the assessment of a mill levy on properties in each district for the maintenance of certain improvements on specified medians, rights of way and open space. 

  • Maintenance responsibilities for Briargate SIMD:
    Medians, rights of way, open spaces, a park and playground, volleyball court, turf, irrigation, trees, shrubs, landscape beds, native vegetation, trails, walks, trail and sidewalk snow removal, landscape lighting, signage and other amenities.

The management of these districts is administered by the Colorado Springs Parks, Recreation and Cultural Services Department. SIMD maintenance is conducted by a combination of full time and seasonal Park Maintenance staff and contracted services. 

The Briargate SIMD is experiencing budget shortfalls, there are close to 10,000 properties inside the SIMD boundaries and 2,250 are untaxed. Possible solutions: an election to include all property owners in the SIMD, an election to create a General Improvement District (GID), reduce expenses by cutting some services, or increase the mill levy.
